The items worn and on the body of Dillinger after the shooting were carefully inventoried by SA Daniel Sullivan in his statement to file.  Inspector Samuel Cowley, in a summary memorandum to Hoover, used verbatim portions of Sullivan's statement and included it into the memorandum which, even today, is common procedure when writing briefing memos.  You'll probably note that considerable attention, even some eighty or so years ago, was afforded to detail.
