Personally, I can't imagine this document not being an aid to the fingerprint student in any agency over the years, or, merely as a historical topic of conversation in classrooms .

Subject Dr. Wilheim Loeser, a German born immigrant, with alias and as a parole violator, was identified in the Dillinger and related cases as the person who participated in, and supervised, the attempt to change Dillinger's prints, in addition to gangster, Homer Van Meter.

Loeser was later prosecuted as was Dillinger's lawyer and various persons affiliated with conspiracy and harboring related crimes.

The Dillinger file reveals the detailed Loeser's "recipe" for the changing of fingerprints; the same he used on Dillinger, Homer Van Meter and others.  Included is a short memo on taking Loeser into custody.

The typed "recipe" was taken from his original notes as to the exact methods he used. This is the detailed method used as devised by him.
